USDEC was created by Dairy Management Inc., (the management organisation for the National Dairy Board and other farmer funded promotion organisations in the United States) to bring about more effective and broadly-based export market development programs. It is a membership organisation of processors, exporters, farmers and industry suppliers. 

USDEC commissioned Foley to deliver in depth research to understand the current and predicted future state of the Australian market for pizza cheese, and identify opportunities for U.S. cheese manufacturers to build sales volume and share in this market.
